Norwegian missionary, scholar, and Lutheran bishop. Birkeli, son of missionary parents, was born in Tulear, Madagascar. He graduated from the Norwegian Lutheran School of Theology and from the University of Oslo (D.Th.), and was ordained in 1930. After language study in France Birkeli went to Madagascar in 1933 in the service of the Norwegian Missionary Society (NMS). For several years he taught at Ivory Theological Seminary, Fianaratsoa, Madagascar, but became seriously ill in 1944 and had to return home. He published studies on the local history of Madagascar in Bulletin de l’Académie Malgache and a commentary on Galatians in Malagasy. He wrote the missionary history of Madagascar in the hundredth-anniversary publication of NMS. In his doctoral dissertation, “Politik og misjon” (1952), he investigated the political and interconfessional circumstances in Madagascar and their consequences for the establishment of the Norwegian mission from 1861 to 1875. His second field of research focused on the earliest missionary activities from England to Norway and the transition from paganism to Christianity in Norway.
Birkeli was a man of vision and initiative. He encouraged the development of an independent Lutheran church of Madagascar, arranged the first All-Africa Lutheran conference in Marangu, Tanganyika (now Tanzania) in 1955, and proposed the founding of the Radio Voice of the Gospel in Addis Ababa. He was editor of Norsk Misjonstidende (1948 - 1954), director of the Lutheran World Federation department of World Mission in Geneva (1954-1957), secretary general of the NMS (1957-1960), bishop of Stavanger (1960-1968), and bishop of Oslo (1968-1972). He was awarded Norwegian and British orders and three honorary doctorates.
